If you live in Guelph, there’s an important water bill change coming this summer.
Beginning in June 2026, the City of Guelph will take over the administration and billing of water, wastewater, and stormwater charges. That means your water bill will no longer come through Alectra. Instead, you’ll receive one bill from Alectra for electricity and one bill from the City of Guelph for water.

Why is Guelph changing water billing?
This transition is happening because Alectra Utilities decided to discontinue billing municipal water utilities. As a result, the City of Guelph will now handle water meter readings, billing, payments, and customer service for water accounts directly.
The actual water service itself is not changing. The City has said this is an administrative change only, and there will be no interruption to water service.
When does the Guelph water bill change happen?
The change begins in June 2026. The City of Guelph says residents can expect to receive their first water bill from the City in June 2026.
The City has also said it will send additional information by mail through April and May to the addresses currently associated with customer bills.
What’s changing for Guelph residents?
Here’s the short version:
Your current combined bill will be split.
Electricity will still be billed by Alectra.
Water, wastewater, and stormwater will be billed by the City of Guelph.
You will receive a new City of Guelph water account number with your first June bill.

Will Guelph water rates change because of this? According to the City, this transition does not impact water rates. The City says rates will remain aligned with the rate structure that took effect on January 1, 2026.
Do you need to register now?
If you want to set up pre-authorized payments, yes — you can register now.
The City of Guelph has already opened registration for pre-authorized payments (PAP) so residents can get things set up before the first City-issued water bill arrives. The City says no funds will be withdrawn until your first water bill is issued.
If you currently pay through an Alectra PAP plan, the City says that after the June transition, Alectra will continue withdrawing for electricity only and will stop charging water bill amounts through that plan.

Step 1: Gather the information you’ll need
Before registering for pre-authorized payments, the City says you should have:
your current Alectra account number
your service address
your phone number
an email address to complete the secure setup process
Step 2: Register for pre-authorized payments with the City
The City of Guelph has a dedicated registration page for water bill PAP setup. Residents can register in advance so their first bill is paid on time.
Step 3: Watch for your first City bill in June
When your first water bill arrives from the City, it will include your new City water account number.
Step 4: Keep an eye on your withdrawal date
The City says your City water bill will also show the pre-authorized payment withdrawal date, which is the date the funds will be debited from your account.
Do you need to do anything else right now?
The City’s webpage says that aside from setting up pre-authorized payments if you want to do that in advance, you do not need to do anything immediately. Residents can watch for updates on the City’s website, by mail, and through City social channels.
That said, this is one of those admin updates that is worth taking care of before summer gets busy.

One important reminder from the City: City employees will not come to your home asking for new payment details.
